Abstract
The scientific article “Government regulation of entrepreneurship: mechanisms and efficiency”, the legal foundations, mechanisms of state regulation of entrepreneurship and their effectiveness are considered in a comprehensive manner. The main purpose of the research work is to analyze the system of state regulation of entrepreneurial activity in the Republic of Kazakhstan from a legal point of view and assess its impact on the development of a market economy. The article examines the constitutional and sectoral legal foundations of entrepreneurship regulation, the features of legal relations between the state and the entrepreneur, as well as the limits and principles of state regulation from a scientific point of view.
In the course of the study, the mechanisms of state regulation of entrepreneurship are analyzed as a system of administrative-legal and economic-legal instruments. The legal nature of licensing, permitting, control and supervision, tax regulation and state support measures are revealed and their impact on freedom of entrepreneurship is assessed. At the same time, special attention is paid to the role of mechanisms for protecting the rights of business entities.
The article analyzes the effectiveness of state regulation of entrepreneurship through the criteria of legal clarity, proportionality, equality and quality of law enforcement practice. The results of the study substantiate the scientific conclusion that state regulation should not hinder the development of entrepreneurship, but, on the contrary, support it from a legal point of view.
