Abstract
The Republic of Kazakhstan operates within a market economy. Private enterprises in the country are involved in virtually all sectors of activity, production, and service provision. Infrastructure and construction development are also developing with significant participation of private entrepreneurship and investment. In such conditions, the effectiveness of project implementation depends on the organization of interactions between private enterprises, government agencies and organizations, and end consumers of services. The main objective of this publication is to analyze the existing system of organization and state oversight of private infrastructure and construction projects. The system of organization and state oversight of private infrastructure and construction projects in Kazakhstan is currently undergoing continuous improvement, and its process organization system has significant similarities with PMI (PMBOK) approaches. In this publication, the author examined and evaluated the system of organization and state oversight of infrastructure and construction projects involving private enterprises and organizations, in accordance with Project Management approaches and practices.
The primary research methods used in this publication are a literature review and statistical data analysis. This publication examines the development of the management system and relationships between government organizations and private entrepreneurship, and the alignment of these processes with modern Project Management practices.
